There are 36 photo mats (18 photo mats are 4.25"x6" for 4"x6" photos, 17 photo mats are 4.25"x4.25" for 4"x4" photos, and 1 photo mat is 3"x3"). Embellishments that overlap with the photo mats are adhered with pop up dots so that you can easily slide your picture underneath the embellishment. :)
